Texas Board of Legal Specialization Appoints Frank Carroll as Board Member

Today, the Texas Board of Legal Specialization (TBLS) announced the appointment of Frank Carroll to its Board. Carroll will be working with Board Members in overseeing the organization’s finances, enhancing the value of Board Certification and increasing public awareness of TBLS.

“Frank has been Board Certified for two and a half decades and served as chairman of our Civil Trial Exam Commission for several years. His knowledge of TBLS and experience in serving local, state and national groups will be valuable assets for our Board. We’re excited to have him,” said Leo Figueroa, Executive Director of TBLS.

Carroll has been Board Certified in Civil Appellate Law since 1990 and Civil Trial Law since 1992. He previously served as Chair of TBLS’ Civil Trial Exam Commission from 2009-2016. He’s currently chair of the Federal Bar Association Antitrust and Trade Regulation Section and previously chaired the FBA Federal Litigation Section. He is also past chair of the State Bar of Texas Antitrust and Business Litigation Section and the Dallas Bar Antitrust and Trade Regulation and Business Litigation Sections.

“It is a distinct honor to be asked to serve as a member of the Texas Board of Legal Specialization. I look forward to working with our new Executive Director and the other Members of the Board to maintain and improve what I believe to be the best specialization program available in any state,” said Carroll. “My goal will be to assist in making sure our programs remain relevant to the practice of law in this dynamic period without compromising the high standards we have in serving the public as specialists.”

Carroll graduated cum laude with a political science degree from the University of North Texas in 1969, and obtained his law degree from Southern Methodist United School of Law in 1972.

Established by the Supreme Court of Texas, TBLS certifies attorneys in 22 specific areas of law. The Board Certification program is administered by a 12-member board appointed by the President of the State Bar of Texas. All members are appointed to three year staggered terms of office, and are eligible for reappointment for one additional term.
