“Freese and Nichols’ transportation partners have a wide range of needs, from major infrastructure projects to specific roadway improvements, and we are committed to providing a highly experienced team with the skills necessary to manage any project from concept to completion,” said Robert Pence, P.E., CEO of Freese and Nichols. “Robert Sutton’s extensive transportation planning background enhances the capabilities of our team, and we believe he will be a valuable asset to our clients.”

He has managed preliminary engineering design, environmental statements and public involvement for numerous roadway planning, freeway rehabilitation, toll road feasibility, transit facilities and highway feasibility and alignment studies.
Sutton’s management skills have placed him at the forefront of two high-profile transportation planning projects in Texas. He assisted in the Interstate 35 feasibility study for Williamson County by assessing mobility needs through Georgetown, then developing interchange improvement options. The study involved an evaluation of reconstruction options and alternatives to existing interchanges based on operational, physical and financial perspectives. Sutton also served as the deputy project manager for the Texas Medical Center mobility study in the Houston area. This project studied existing roadway congestion, transit access, pedestrian and bicycle access, parking access and utilization in order to provide improvement recommendations.
Additionally, Sutton has recently managed these highway and roadway enhancement projects:
- BF 1960 access management project for Houston
- Cambridge Street at Interstate 610 connection project for TxDOT Houston District
- FM 2493 widening project for TxDOT Tyler District
- State Highway 105 widening project in Conroe, for TxDOT Houston District
- FM 1463 widening project in Katy, for TxDOT Houston District
- Landing Boulevard extension in League City and Webster, for League City
Sutton is pre-certified by TxDOT in 20 categories, bringing Freese and Nichols to 490 TxDOT pre-certifications in 62 categories held by 88 staff members. Sutton earned his bachelor’s degree in civil engineering from Texas A&M University in College Station, Texas.
