Vinson & Elkins has named nine new counsel. The promotions include attorneys spanning five offices and seven practice areas, including energy transactions and projects, energy regulatory, executive compensation and benefits, restructuring and reorganization, complex commercial litigation, environmental and natural resources, and mergers and acquisitions and capital markets.

The following lawyers were promoted to counsel:
Shihana Alazzaz, Energy Transactions and Projects, Riyadh: Focuses on high-profile projects, regulatory advice and complex transactions including cross-border mergers and acquisitions, joint ventures, private equity transactions, securities, IPOs, rights issues, funds and corporate restructuring.
Suzanne Clevenger, Energy Regulatory, Houston: Counsels clients with regard to regulatory requirements and the negotiation of agreements for regulated and unregulated midstream assets.
Bradley Foxman, Restructuring and Reorganization, Dallas: Advises on all aspects of restructuring and reorganization work, including the representation of debtors, lenders, creditors and trustees.
Regina Ibarra, Executive Compensation and Benefits, Houston: Focuses on the design of, and tax and securities law issues relating to executive compensation and employee benefits matters, including with respect to employment, severance, and change-in-control agreements, incentive arrangements, deferred compensation plans, and equity-based compensation awards and arrangements.
Andrew Jackson, Complex Commercial Litigation, Dallas: Focuses on complex business and commercial litigation in state and federal courts, including securities litigation, merger and acquisition litigation, and corporate investigations for clients from diverse industries.
Adam Law, Mergers and Acquisitions and Capital Markets, Houston: Advises on corporate finance and securities law, including mergers and acquisitions, private equity, securities offerings and general corporate representation.
Damien Lyster, Energy Regulation, Washington, D.C.: Counsels clients on numerous transactional, regulatory, and administrative litigation and enforcement issues related to power sales and marketing, the production, gathering, processing, transportation and storage of natural gas, the transportation of liquid hydrocarbons and the sale or acquisition of electric power and natural gas assets.
Margaret Peloso, Environmental and Natural Resources, Washington, D.C.: Concentrates on environmental law and climate change, including advising on climate change risk management, with an emphasis on the changing regulatory environment and climate change adaptation issues.
Wesley Watts, Mergers and Acquisitions and Capital Markets, Austin: Represents entrepreneurs and investors in the formation, financing and operation of technology and growth companies, in addition to strategic transactions such as mergers and acquisitions, recapitalizations, spin-outs, and buying, selling and licensing assets.
